Congress leader Rahul Gandhi on Wednesday, November 5, unveiled what he called the “hydrogen bomb” — a presentation he claimed would expose large-scale manipulation of electoral rolls in Haryana, dwarfing the evidence he had earlier shared on similar irregularities in Karnataka’s Mahadevapura and Aland constituencies.
In a detailed presentation titled “H-Files”, Gandhi alleged that out of nearly two crore electors in Haryana, around 25 lakh were “fake”, including duplicate names, bulk voters registered under single addresses, BJP supporters listed in both Haryana and Uttar Pradesh, and voters with blurred or repeated photos.
He claimed that this large-scale manipulation “stole” the Haryana mandate, with the Election Commission of India (ECI) “lying to the people of India openly.”
According to Gandhi, his team found 5,21,619 duplicate electors, 93,174 invalid addresses, and 19,26,351 electors registered in bulk, amounting to 25,41,144 allegedly fake electors. He asserted that such manipulation cost the Congress the Haryana assembly polls in 2024, as it trailed the BJP by just 22,779 votes in eight constituencies — a gap that, if bridged, would have given the party a majority. The total difference between the BJP and the Congress, he added, was only 1.12 lakh votes, “more likely a result of fake votes.”
Gandhi cited striking examples, including the photo of a Brazilian model that allegedly appeared 22 times in 10 booths under multiple names such as Seema, Sweety, and Saraswati. Another instance showed a woman’s photo used against 223 electors in two polling booths, each with differing names, ages, and addresses.
“This is proof of a centralised operation. One in every eight voters is fake (in Haryana), nearly 12.5%,” Gandhi said.
He further alleged that 1,24,177 electors had fake or blurred photos, which could have been corrected by the EC through available software tools. However, Gandhi claimed, the Commission “deliberately” failed to act, aiding the BJP in maintaining “corrupt electoral rolls.”
Invoking Guru Nanak on his birth anniversary, Gandhi said, “What I am going to say here is 100% truth.” He explained that after detecting irregularities in Karnataka, the Congress suspected similar malpractice at the state and national levels.
“We were getting a lot of complaints from Haryana. Because our predictions all went upside down. So, we decided to zoom into details. Haryana was also one of the cases where postal votes went in a completely different direction than actual votes,” he said.
Gandhi claimed that Congress had effectively won 73 seats to the BJP’s 17 when postal votes were counted.
“When I first saw the information, I simply couldn’t believe what I saw. I told the team to check and cross-check it from multiple sources. What you see today is a result of that process,” he added.
He also alleged that the EC stopped giving access to Forms 6 and 7 — used for adding and deleting voters — after his earlier revelations in Karnataka. The Congress, he said, estimated that about 3.5 lakh wrongful deletions occurred in Haryana alone.
Gandhi began his presentation with a video of Haryana Chief Minister Nayab Singh Saini claiming that the BJP would form a government before counting began as “arrangements” had already been made. Other clips showed BJP leaders boasting of bringing electors from other states to vote where they were not registered.
“I am questioning the EC, questioning the democratic process in India… EC is in partnership with the PM and HM [home minister], who have destroyed the democratic foundations of this country. Systematic methods have been evolved by the PM and HM to kill the constitution, kill our democracy,” Gandhi said.
He alleged that the EC’s refusal to use software tools to remove fake and duplicate entries, and its insistence on deleting CCTV footage of voting, were deliberate acts to “help the BJP.” The manipulation of rolls, he claimed, was targeted primarily at deleting Congress voters.
Gandhi played video statements of voters whose names and those of their families were deleted from the rolls for the 2024 Haryana assembly polls, despite being listed in the Lok Sabha rolls earlier that year.
Among the examples, he mentioned BJP sarpanch Dalchand and his son, whose names appeared in both the Haryana and Uttar Pradesh rolls. Gandhi said there were thousands of such cases involving BJP supporters or local leaders.
Another example was of a man named Narendra, listed under “House Number Zero,” though his residence was verified by the Congress team — countering CEC Gyanesh Kumar’s earlier claim that such entries represented the homeless.
Gandhi suggested that similar irregularities might surface in Bihar, alleging that the ongoing Special Intensive Revision (SIR) exercise there was being used to delete opposition voters. Four electors from Bihar, he said, had claimed that their families were removed from the rolls.
“As an opposition leader, I am raising awareness about corruption in electoral rolls, as it shakes the very foundations of our democracy. But only the EC can ensure the integrity of the electoral rolls and the electoral process — in which it has failed,” he said.
Soon after Gandhi’s presentation, the Election Commission issued a statement on X refuting his allegations. It said that all electoral rolls were shared with political parties and that over four lakh claims and objections were resolved before the Haryana polls, with no formal complaints raised within the prescribed timeframe.
