Gujarat received no funds under the Centre’s Pradhan Mantri Jan Vikas Karyakram (PMJVK) for five consecutive financial years from 2021-22 to 2025-26, according to data placed by the Union government before the Rajya Sabha, The New Indian Express reported.
The state-wise figures from the Union Ministry of Minority Affairs show that Gujarat was allocated Rs 0 crore in 2021-22, while no fund release is recorded for the subsequent four years. The data highlights the absence of central funding to the state under the minority welfare scheme during the entire five-year period.
The government has clarified that PMJVK does not provide funds through a predetermined state-wise allocation. Instead, financial assistance is released against eligible project proposals submitted by state governments after they fulfil the prescribed conditions.
Despite Gujarat receiving no funds, several other states secured substantial releases during the same period. Assam, for instance, received funds in 2021-22, 2024-25 and 2025-26, while Karnataka, Manipur, Mizoram, Sikkim, Tamil Nadu and Uttar Pradesh also recorded fund releases in different years.
The figures also point to a significant disparity in the number of completed PMJVK units across states. Since the scheme was introduced, Gujarat has recorded just 82 completed units, according to the data.
That figure is a tiny fraction of the 859,972 completed units listed nationally. In comparison, West Bengal has 344,946 completed units, Uttar Pradesh 201,086 and Assam 109,798.
PMJVK is intended to support the development of infrastructure and basic amenities in areas identified as having significant minority populations.
The government’s explanation that releases depend on eligible proposals means that the absence of funding for Gujarat cannot, by itself, establish whether the state was denied funds or whether eligible proposals were not submitted or approved.
Nevertheless, the five-year absence of PMJVK fund releases and the state’s comparatively low number of completed projects have put the spotlight on the implementation of the scheme in Gujarat and the factors behind the lack of central funding.
