The ongoing Special Intensive Revision (SIR) of Delhi’s electoral rolls has brought more than 31.6 lakh voters under scrutiny, with notices issued over cases where their details could not be linked to the previous revision or were found to have “logical discrepancies”.
Among those flagged are Chief Minister Rekha Gupta, former chief minister and AAP national convenor Arvind Kejriwal and his family, Rajya Sabha MP Kapil Sibal and former Delhi BJP chief Virendra Sachdeva.
The notices have been issued during the claims and objections stage of the revision. According to election authorities, 31,63,930 notices had been generated and delivered as of Saturday.
The notices cover two broad categories: voters who could not be mapped with the electoral roll from the previous revision and those whose records were mapped but contained discrepancies in details such as names or dates of birth.
The issue involving Kejriwal and his family drew a political response from the Aam Aadmi Party. The former Delhi chief minister, his wife Sunita Kejriwal, parents and son have been flagged as “unmapped with last SIR”.
AAP said on X: "Is everything happening in this country just to keep the Supreme Lord happy? @ECISVEEP, how is it possible that the names of three-time Delhi Chief Minister @ArvindKejriwal Ji and his family members are missing from the Delhi voter list?"
The New Delhi electoral registration officer said the notices were linked to deficiencies in the forms submitted by Kejriwal and his family.
The ERO said: "In case of Arvind Kejriwal and his family, the submitted enumeration forms were not complete in terms of details which would have enabled linkage of themselves with the electoral roll of last revision of respective states, which were not present in their submitted enumeration forms."
The ERO added: "Following due verification of facts and documents to be provided by the electors, these entries for... Arvind Kejriwal and his family members shall be validated and parked for inclusion in the Final Electoral Roll of AC-40 (New Delhi), scheduled for official publication on November 4, 2026."
Gupta, meanwhile, was flagged over an age-related discrepancy in her enumeration form, with the recorded age difference between her and a parent shown as less than 15 years. Election officials subsequently verified her documents and validated her electoral entry.
The Shalimar Bagh ERO said: "Following due verification of facts and documents provided by the elector... Rekha Gupta has been validated and parked for inclusion in the Final Electoral Roll of AC–14 (Shalimar Bagh)."
Sibal, a voter in the New Delhi Assembly constituency, has also received a notice for being “unmapped with last SIR”. Sachdeva, his wife and brother were issued notices over discrepancies involving their names, according to election officials.
The scale of the exercise has been reflected in the draft electoral roll published on August 31. The draft contains 97,53,577 electors, down 32.8 per cent from the 1,45,10,299 electors on the rolls as of June 30. Around 47 lakh names were excluded from the draft roll, with the SIR process subsequently providing an opportunity for claims and objections.
Election authorities said 13,79,785 electors could not be mapped, while another 19,33,134 were flagged for logical discrepancies. Their names have remained in the draft roll while notices are being issued and hearings conducted as part of the verification process.
The nature of the discrepancies can be seen in documents released for individual polling stations. At a polling station in Sarojini Nagar under the New Delhi Assembly constituency, 84 electors were flagged. Of these, 37 could not be mapped with the previous SIR roll, while 24 involved mismatches in a parent's name and 13 involved discrepancies in the elector's own name. Other cases included unusual age differences between parents and children.
A similar document for a polling station in Shalimar Bagh listed 233 electors with discrepancies or non-mapping. As many as 108 could not be mapped with the previous SIR, while 54 cases involved mismatches in a parent's name and 37 involved discrepancies in the elector's own name. Other entries involved age-gap discrepancies between electors and parents or grandparents.
The claims and objections process is currently underway, with voters receiving notices required to submit their responses and supporting documents to the concerned electoral registration officers. The final electoral roll for Delhi is scheduled to be published on November 4, 2026.
