As Delhi prepares for its upcoming Assembly elections, the Congress party has unveiled its manifesto, outlining a series of promises aimed at tackling social and economic challenges. Launched just days before the polls, the manifesto pledges key initiatives such as a caste census, the creation of a dedicated ministry for Purvanchalis, and multiple financial and welfare benefits for Delhi’s residents.
 
Congress Delhi unit chief Devender Yadav, alongside party communications in-charge Jairam Ramesh, presented the manifesto on Wednesday, January 29. Structured into 22 focus areas, the document lays out the party’s vision for governance if voted into power.
 
Key Promises: Caste Census & Ministry for Purvanchalis
 
One of the major proposals in the manifesto is the conduct of a caste census, intended to identify and address socio-economic disparities among various communities. Additionally, Congress has committed to establishing a special ministry for Purvanchalis, acknowledging the significant presence of people from eastern Indian states in Delhi.
 
Economic Assistance & Welfare Initiatives
 
Congress has made several financial and welfare promises aimed at easing the economic burden on different sections of society:
 
Rs 2,500 per month for women to support household expenses.
 
Free electricity up to 300 units, reducing power bills for residents.
 
LPG cylinders at Rs 500, a measure to counter rising fuel prices.
 
Free health insurance coverage of up to Rs 25 lakh per family, ensuring better healthcare access.

• Rs 1,10,000 assistance for the marriage of widowed women's daughters.
 
Free ration kits to aid economically weaker sections.
 
Support for Unemployed Youth
 
Addressing youth unemployment, Congress has promised a monthly allowance of Rs 8,500 for one year to educated unemployed individuals, offering financial support while they seek jobs.
 
Affordable Meals through Indira Canteens
 
The party has also pledged to launch 100 Indira Canteens across Delhi, providing nutritious meals at just Rs 5. This initiative aims to assist daily wage earners and underprivileged communities struggling with rising food costs.

The manifesto also pledges to reinstate 15,000 Civil Defence Volunteers, allocate 33% of state government jobs for women, and grant a monthly pension of Rs 5,000 to senior citizens, widows, and individuals with disabilities.
 
Criticism of BJP & AAP Over Pollution Crisis
 
During the manifesto launch, Congress took sharp aim at both the BJP-led central government and the AAP-led Delhi government, accusing them of failing to control the capital’s worsening pollution crisis. Jairam Ramesh criticized both parties for their inaction, stating that despite multiple promises, Delhiites continue to suffer from hazardous air quality.
 
"Both the central and Delhi governments have failed to curb pollution. Their inaction has made the situation unbearable for the people of Delhi," Ramesh asserted.
 
Delhi will go to the polls in a single-phase election on February 5, with vote counting scheduled for February 8. A total of 699 candidates will contest for 70 Assembly seats, making this a crucial electoral battle.
 
With its manifesto focused on economic relief, social welfare, and governance reforms, Congress is positioning itself as a pro-welfare alternative to both AAP and BJP, hoping its promises will strike a chord with voters seeking change after years of AAP rule.
