Congress leader and Rajya Sabha MP Jairam Ramesh on Monday (March 24) submitted a breach of privilege notice against Parliamentary Affairs Minister Kiren Rijiju, accusing him of "misleading" the House by attributing false statements to Karnataka Deputy Chief Minister D.K. Shivakumar.

Ramesh filed the notice under Rule 188 of the Rajya Sabha's Rules of Procedure and Conduct of Business, urging Chairman Jagdeep Dhankhar to initiate privilege proceedings against Rijiju.

In his notice, Ramesh alleged that Rijiju "blatantly misled" the Upper House during a session on March 24 by falsely quoting Shivakumar on constitutional amendments and Muslim reservations. The Karnataka leader has since denied making any such statements.

“D K Shivakumar has since refuted the statements attributed to him to be false and derogatory in nature. Hence, the remarks made by Kiren Rijiju are false and misleading, which constitute a breach of privilege and contempt of the House. It is well established that it is a breach of privilege and contempt of the House to make false and misleading statements in the House. In view of the foregoing, I request that privilege proceedings may be initiated against Kiren Rijiju in the matter,” Ramesh stated in his complaint.

Earlier in the day, Rijiju had claimed that a senior Congress leader, who holds a constitutional post, had suggested that the party would amend the Constitution to provide reservations for Muslims. While Rijiju did not name anyone directly, it was widely interpreted as a reference to Shivakumar.

"We cannot take this statement lightly," Rijiju said, emphasizing that it was not made by an "ordinary" party functionary but by a key government official.

Leader of the House and Union Minister JP Nadda too accused the Congress of changing the Constitution. He emphasized that while drafting the Indian Constitution, Dr. B.R. Ambedkar had explicitly stated that reservation cannot be granted based on religion. 

"This is an accepted principle of the Constitution of India," he said.

In response Congress President Mallikarjun Kharge said, "Nobody can change the Constitution drafted by Babasaheb Ambedkar. Nobody can finish the reservation. To protect it, we did the Bharat Jodo Yatra from Kashmir to Kanyakumari. They break India." 

The privilege motion marks the latest flashpoint between the ruling BJP and the Congress in Parliament, adding to ongoing tensions between the two parties over governance and constitutional matters.
