The Haryana government's recent decision to implement a panel recommendation to sub-categorize the reservation system for Scheduled Caste (SC) communities has elicited mixed reactions.
While some SC groups benefiting from the move have welcomed it, others, including Dalit rights activists, have criticized it as an attempt by the BJP government to divide Dalits, Hindustan Times reported.
Under the leadership of Nayab Singh Saini, the BJP government has created two sub-categories: Deprived Scheduled Castes (DSCs) under category A and Other Scheduled Castes (OSCs) under category B. Each group will receive 50 percent of the overall 20 percent reservation for SCs in government jobs.
The recent state assembly elections saw a politically advantageous outcome for the BJP due to the sub-classification pitch, as the party won eight out of the 17 seats reserved for Scheduled Castes (SC), a significant improvement from the five seats it won in 2019.
Former minister and BJP leader Bishamber Singh Valmiki expressed his support for the government's decision, highlighting that members of the Deprived Scheduled Castes (DSC) faction backed the BJP in the recent assembly elections and were anticipating the implementation of the sub-quota, which was delivered by Chief Minister Nayab Singh Saini.
Valmiki stated, “The other faction within the Scheduled Castes are unhappy because they availed the reservation benefits for many years and it’s our request to them not to be decried. The BJP government has always given due rights and benefits to every community. If this sub-quota had been implemented earlier, the children from DSC could also get job benefits in Haryana. The other faction within the SC community has more wealth and they have eaten our rights.”
However, several Dalit rights activists have opposed the sub-categorization.
Vikram Dumolia, a prominent Dalit activist, said, “If this government wants to help the SC communities like Dhanak, Balmiki and others, they should have given 10% reservation to them under the EWS category without making any change in the SC reservation quota. On what basis this decision was taken? No economic survey was conducted and neither the population census took place. This is an attempt to create a rift in the society and gain political mileage.”
Earlier this year, a Supreme Court's constitution bench ruled that sub-classification of Scheduled Castes is permissible for allocating separate quotas to the most marginalized communities on the SC list.
