Rahul Gandhi, the Leader of Opposition in the Lok Sabha on Sunsay (August 18), criticized the Union government's decision to recruit public servants through lateral entry as an "anti-national step." He claimed that the move effectively undermines and erodes the reservation system for SCs, STs, and OBCs.

Gandhi also accused Prime Minister Narendra Modi of “attacking the Constitution” by recruiting public servants through the Rashtriya Swayamsevak Sangh (RSS) rather than using the Union Public Service Commission (UPSC).

In a post in Hindi on X, Gandhi wrote, “Reservation of SC, ST and OBC classes is being openly snatched away by recruiting through lateral entry on important posts in various ministries of the central government.” 

“I have always said that the underprivileged are not represented in all the country’s top posts, including the top bureaucracy. Instead of improving it, they are being pushed further away from the top posts through lateral entry,” he said.

“This is a robbery of the rights of talented youth preparing for UPSC and an attack on the concept of social justice including reservation for the underprivileged,” he added.

Earlier on Saturday, the Modi government made a significant move to enhance lateral entry into senior Central government roles by announcing 45 key vacancies—10 for joint secretaries and 35 for directors/deputy secretaries.

The Union Public Service Commission (UPSC) has issued the advertisement for these positions, which will be filled on a contract basis. Candidates are required to apply online, as specified in the advert. The contract for these positions will be valid for three years, with the possibility of an extension to five years based on performance. The lateral hires will bring specialized skills from the private sector.

Typically, these positions are filled by officers from all-India services such as the Indian Administrative Service (IAS), Indian Police Service (IPS), and Indian Forest Service (IFoS), as well as from Group A services, among others.

The deadline to submit application forms is September 17 through the UPSC’s website.

Approximately 10 lateral hires will be appointed as joint secretaries in the Home, Finance, and Steel ministries, while 35 others will be selected for director/deputy secretary roles in Agriculture & Farmers Welfare, Civil Aviation, and Information & Broadcasting.

Eligibility criteria will vary by role, and salaries will be competitive. Gender balance will be considered throughout the recruitment process.
