A Bharatiya Janata Party (BJP) leader in Meerut has been arrested after a video surfaced showing him abusing, threatening, and forcing a man to kneel and apologise during a dispute over parking outside a local eatery.
The accused, identified as 28-year-old Vikul Chaprana, serves as the district vice-president of the BJP’s Kisan Morcha.
In the purported video, which quickly went viral, Chaprana is seen shouting at the man, identified as Satyam Rastogi, and demanding that he apologise with folded hands.
“Hath jod ke, hath jod ke,” he is heard yelling, followed by a string of expletives, as the man kneels down in front of him while police personnel stand nearby.
Meerut City Superintendent of Police (SP) Ayush Vikram Singh said the police took suo motu cognisance of the video and arrested the accused on Tuesday.
“A video has surfaced in which two groups are seen arguing with each other. One group is also seen insulting the other. This incident is said to have happened under the Medical Nagar police station area,” Singh told The Indian Express.
“The main accused has been arrested and an FIR registered on the basis of a complaint under relevant sections. Further legal action is being taken,” he added.
According to police, the FIR has been registered under Sections 115(2) (voluntarily causing hurt), 352 (intentional insult), and 351(2) (criminal intimidation) of the Bharatiya Nyaya Sanhita, based on a complaint by Aditya Rastogi, the victim’s younger brother, a Noida-based software developer.
In his complaint, Aditya alleged, “On Sunday around 10 pm, my brother Satyam Rastogi and his friend went to eat at Punjabi Tadka restaurant near Tejghari Square in Meerut… There, an altercation took place with Vikul Chaprana… He, along with his friends, assaulted my brother and his friend, and behaved indecently while threatening them.”
Speaking to the newspaper, Station House Officer of Medical College police station, Shilesh Kumar, said the incident began over a parking issue after Chaprana asked Satyam to move his car. “… an altercation broke out between them. Later, a police officer and his team reached the spot and tried to defuse the situation,” he said.
Reacting to the controversy, BJP’s district mahanagar president in Meerut, Vivek Rastogi, confirmed that Chaprana is indeed the vice-president of the party’s Kisan Morcha.
“We saw the video and it is unfortunate. The party does not condone such acts. We have informed senior party leaders about the incident and a decision will be taken soon,” he said.
